开民智，开绅智，开官智

清末民初的梁启超，深感民智未开，难以推展一系列的政治与社会改革。士绅作为一方之表率，更需要得到他们的支持才能事半功倍。然而，要取得立竿见影的果效，更应该通过当地父母官员的带头求变求新不可。追根究底，还是作领袖的要有求变的意愿，否则推动任何改革只是空谈，不成事的。
